There are several reasons why this building has inspired me. Despite being built in 1690, Buckie House is still standing today. Tender Reports in Construction Tender report is an analysis or evaluation report that was prepared by a quantity surveyor about the tenders which submitted by the tenderers. This report was prepared to give suggestions to the public sector client, i.e. the government or the private sector employer about the best contractor for the project through evaluating the submitted tender documents in various aspects and to establish a price for the ensuing contract. After taking the recommendations from tender report and advice from the consultants into consideration, the client or employer will select his or her preferable choice of contractor. The throughout process and results of the tender evaluation are keep confidential. Upon the submission of tenders from the tenderers, a Tender Board or a Tender Assessment Panel will be formed. Tender Board or Tender Assessment Panel is a group of independent officers which included the quantity surveyor, to carry out a tender receipt process for competitive tenders, revise and confirm best and final offers. The tender board meets on a set date at a specified time to open and process tender documents submitted which they then forwarded to acquisition teams for commercial, technical and financial evaluation. The Tender Board will ensure that tenders are opened and processed in an open and transparent way. The approval and acceptance of a tender is made within the validity period of tender, which is normally 60 days as set in the tender document. The preliminary stage of tender evaluation or also known as Preliminary Analysis, comprises of analysis on completeness of tender, analysis on compulsory documents and analysis on minimum capital required for the project, whereas the final stage of tender evaluation comprises of analyses on technical and financial capabilities of the tenderers. Besides that, arithmetical check will also be carried out on the tenders along the tender evaluation process. Before the tenders to be taken into consideration, the precondition of tender evaluation is the tender must be submitted before the tender closing date and time set out in the Letter of Invitation to Tender, i.e. usually before 12.00pm noon of the tender closing date. If the tender was submitted later than that, it is fall under the category of late tender. Late tender will not be accepted or of submitted, not opened for further consideration due to reasons of fairness and accountability. This is normally applied to public sector projects where the standards pertaining to transparency and accountability are especially high. However, the decision whether to open and consider such a tender is purely at the discretion of Tender Board and the private sector employer. Furthermore, tender amended by the tenderer on his or her own initiative whether in writing or other forms, without consent from the project client or employer will also be rejected for consideration. After that, the Quantity Surveyor will conduct the preliminary or first stage of tender evaluation process, i.e. Preliminary Analysis. It is an assessment system based on a few precondition set to determine whether the tenderers are qualified to be considered for the next stage evaluation. Purposes of this assessment system are to ensure that the tenderers to be considered are reasonable in term of tender price, complete of required documents and have sufficient capital to commence works. Firstly, the Quantity Surveyor will analyse the tenders whether the tenderers have offered the reasonable tender price. For government projects, if the number of tenderers is less than 10 persons, the department estimate or consultants estimate will be used for the comparison of tender prices. Usually, a variation price of 15% of department estimate or consultants estimate for tender prices offered by tenderers is assumed reasonable. If the number of tenderers is 10 persons or more than that, the Public Works Department will adopt the cut-off method to shortlist the tenderers for further evaluation. A cut-off price is established as the minimum tender price which is assumed feasible and reasonable to be accepted in accordance to market price through a statistical method. This is to avoid project implementation failure due to the contractors inability to undertake or complete the works caused by awarding contract to a tenderers with too low or unrealistic tender price. Therefore, usua lly only tenderers with tender price above or equal to the cut-off price will be considered and evaluated. In addition, completion period proposed must not exceed the range of estimated completion period. Then, the Quantity Surveyor will check the aspect of Completeness of Offer or Tender submitted by the tenderers. Some elements of Completeness of Tender which taken into consideration are the Form of Tender must be signed, the signature must be the authorized person, tender price must be stated in the Form of Tender, registration with Contractor Services Center (PKK) or Construction Industry Development Board(CIDB) must be valid and have stated the proposed completion period. Only tenders that complete and free from any deficiency or mistakes which may affect the current contract practices in legal aspects, are qualified to be considered. Tenderers which failed to do so, their tenders will be mentioned as INCOMPLETE to the client and stated the reasons. The following process is to check the aspect of Sufficiency of Compulsory Documents. All tenderers are obliged to submit all compulsory documents needed which stated in the Instructions to Tenderers for the tender evaluation purpose. The compulsory documents are the company auditors report, bank accounts monthly statement, banks report on company financial status and report on current project by resident architect or resident engineer or project manager. These documents are needed to prove whether the tenderers have sufficient financial capability, i.e. possess minimum sufficient capital to start the works. Without submitted the compulsory documents, especially for company financial documents, tender evaluation cannot be carried out and that tender is not qualify to be considered and can be rejected. Besides, an analysis on minimum capital required for the project will be conducted. The analysis will be done on the companys current assets, current liability, bank account statement, fixed deposit, bonds, credit facilities from bankers or suppliers, overdraft and bank loan. Hence, the company financial documents submitted by the tenderers will form a basis or proof for this evaluation aspect. For government projects, the minimum capital analysis is made through calculation of 3% of the Builder Works value based on department estimate. Along the tender evaluation process, the Quantity Surveyor will carry out the arithmetical checks on the tender documents. It comprises of correcting arithmetical errors in extensions, casting, etc and isolating palpable errors on pricing, but the tender amount remains unaltered. This measure is to correct mistakes for the purpose of future variation. A detailed examination of Bills of Quantities including comparison of prices will also be carried out on all tenders submitted. If the tenderers have fulfilled all the requirements in the preliminary stages evaluation, then the tenderers are considered or qualified for the final stages evaluation. The final stages evaluation is carried out based on a marking or scoring system which the marking are made objectively and quantitatively for each criterion assessed. Firstly, it will analyse the tenderers first aspect of technical capability, i.e. experience. Assessment is made based on the total value of same and similar nature of tendered works completed in the past five years. According to the New Classical Model, economic growth can be achieved by accumulating labor, capital and other factors of production. Since all these factors experience diminishing marginal returns, the economy can only achieve a steady equilibrium income through continuous increase in saving and investment but at the same time reduce population growth. However, a policy that helps to increase both savings and investment but at the same time reduce population growth especially in developing countries is difficult to be implemented. This was supported by Blomstrom and Kokko (2003) who claimed that developing countries have low-income that lead to low savings with higher population growth rates. Solow (1956, 1957) also recognized the importance of technical progress as a determinant of economic growth. Technology is an exogenous factor. Per capita income cannot be increased to a steady state or even to a high level income economy unless these technologies are converged. The modern growth theory also supported the importance of technological progress because it can convert diminishing returns to increasing returns. Technological progress can take place in the form of education, training and research & development (R&D). With this, developing countries have the potential to grow faster. Blomstrom and Kokko (2003) confirmed that the potential of converting this knowledge of technology depends on the economic level of capital. The economic level of capital in a nation is determined by two sources. One is the domestic capital and the other is the foreign capital. Domestic capital is obtained through domestic savings made by the public and private sectors. SPARTACUS Project

Please be advised that you have been selected to join the SPARTACUS Project beginning June 1, 2011. This project requires complete confidentiality due to the sensitivity of its workers. The current company has selected to outsource our company to manage their labor functions. There are 300 skilled labor workers currently employed. We would like to keep all 300 on board, have them join our company, and continue doing their current job roles. Our team will be evaluating the current process and work instructions on the floor to understand the job functions, to ensure the LEAN process and identify any opportunities for improvement. During this evaluation we will be communicating with the workers. Since they are not aware of the change in management, it is our goal to make them feel at ease with our presence, answer any questions as honestly as possible, try to eliminate any uncertainty that they may have, and establish somewhat of a relationship with them. We will have 30 days of evaluation prior to taking over the complete process. On the 25th day the company will announce the outsourcing of management of their labor and advise the workers the option to join our company with the same pay, benefits and seniority. If they do not choose to remain they will be offered a severance package based on the length of time with the company. Again our goal is to retain as many of the skilled workers as possible. This company has a very low attrition rate and workers are loyal with 5, 10, and 15 years of service. On this project you will experience different attitudes, emotions, and personalities, you are to establish a relationship with the worker and motivate them not only to stay on board but to energize them with change. This is a difficult task; however keep in mind our reading in Chapter 6 of the Organizational Behavior textbook regarding Abraham Maslow’s hierarchy of needs. These needs are: 1. Physiological: Includes hunger, thirst, shelter, sex, and other bodily needs 2. Safety: Includes security and protection from physical and emotional harm 3. Social: Includes affection, belongingness, acceptance, and friendship 4. Esteem: Includes internal esteem factors such as self-respect, autonomy, and achievement; and xternal esteem factors such as status, recognition, and attention 5. Self-actualization: The drive to become what one is capable of becoming; includes growth, achieving one’s potential, and self-fulfillment As a team we need to recognize that these skilled workers have these needs and as the new company we need to cater to them. When you are out on the floor inquire what the worker would like to see change. Many workers are waiting on an opportunity to be heard and have never received a chance to voice it until now. Also praise the loyalty, dedication, and morale that you see on the floor, let them tell you about their time here with the company and their families, what they have accomplished and achieved both personally and career wise. Take notes of what they said, acknowledge them by name, and ask them how they are doing when you see them. We have 25 days to fulfilling these needs. In those 30 days we know that we will not retain everyone. Workers may leave as it is an opportunity to change careers, a chance for early retirement, leave the job force, or for many other reasons. You have been chosen to be part of this team as your personality, motivation, and leadership play a large part in this project; to retain as many skilled workers as possible. Your personality characteristics contain or scored high positively in the Big Five factors mentioned in Chapter 4 of the Organizational Behavior textbook. The Big Five factors are: 1. Extraversion: This dimension captures one’s comfort level with relationships. Extraverts tend to be gregarious, assertive, and sociable. Introverts tend to be reserved, timid, and quiet. 2. Agreeableness: This dimension refers to an individual’s propensity to defer to others. Highly agreeable people are cooperative, warm, and trusting. People who score low on agreeableness are cold, disagreeable, and antagonistic. 3. Conscientiousness: This dimension is a measure of reliability. A highly conscientious person is responsible, organized, dependable, and persistent. Those who score low on this dimension are easily distracted, disorganized, and unreliable. 4. Emotional stability (often labeled by its converse, neuroticism): This dimension taps a person’s ability to withstand stress. People with positive emotional stability tend to be calm, self-confident, and secure. Those with high negative scores tend to be nervous, anxious, depressed, and insecure. 5. Openness to experience: The final dimension addresses one’s range of interests and fascination with novelty. Extremely open people are creative, curious, and artistically sensitive. Those at the other end of the openness category are conventional and find comfort in the familiar. Freedom VS Security Essay

Many theories and assumptions have been fabricated upon the basis of man’s desires and beliefs. H. L. Mencken wrote, â€Å"The average man does not want to be free, only to be safe. † However, this observation does not correlate with what has been witnessed over the course of contemporary society. Since the 18th century, man has sacrificed safety for a reward that is much more paramount, freedom. Patrick Henry, an orator for freedom in the middle to late 1700’s, knew that liberty was a vital necessity in every man’s life, and that one must do whatever it takes, including sacrificing their security, in order to achieve it. In his speech to the Virginia House of Burgesses, he is most memorably quoted for his concluding antithesis, â€Å"Give me liberty, or give me death! † Henry conveyed to his audience, as well as the entire nation, that freedom is a virtue worth dying for. Mencken’s allegation fails to attribute this instance, even though Patrick Henry was able to convince a whole nation that their liberty was worth dying for. In the past we have had many examples of security vs. freedom. During the civil war we had soldiers and people fighting to be free. They risked their own life everyday stepping out on the battle field just so they could have their own rights. This also happens in the American Revolution; people fight and risk their lives for freedom. Many events in history show how much people truly care about their freedom. Our Founding Fathers created this nation so we wouldn’t have to be living in a society full of regulation. Freedom vs. Security is a non-stop debate in our country. However, freedom is unalienable. Freedom is what keeps the common man happy. Freedom allows us to treat every day as a new day, knowing that we can do and accomplish anything because we are free. On the other hand, while safety is what keeps man calm and secure, it is not what our nation thrives off of. Security is a blanket, while freedom is a threshold. Therefore it is desired, while security is expected. No man cries out for safety, but the same cannot be said about freedom. Freedom gives us hope and excitement, while security gives assurance. Both are essential, yet only one is craved. Mencken’s presumption of what man wants, and what man deserves are in disarray. Freedom is everything, and not even safety can over shadow it.

Descartes Views on God Essay

From reading some of his works, one might assume that Rene Descartes does not believe in the existence of a heavenly being, a God that presides over humans and gives us faith. I do not believe this to be the case. I believe that Descartes is simply trying to destroy all of the uncertainties that have come about do to inadequate explanations of such a supreme being. For Rene Descartes and all of the other believers in the world, the existence of God provides a convenient answer to unexplained questions, while never providing answers to the questions about God himself. This is evidenced a great deal in the circular argument made by Descartes in the Meditations on First Philosophy. What follows is a brief account of the third and fifth meditations, which provide Descartes’ response to the masked question, â€Å"What is God? † Can one perceive or confirm the existence of an idea that is external to him, an idea such as God? In order to determine the answer we must start by understanding the ways in which we can conclude an objects’ existence. Descartes explains three ways in which a person might come to such a conclusion ?the first, through nature; the second, through feeling a value that is independent of the will of the object; and the third, the objective reality of an idea, or the cause and effect profile. Descartes drills us with the idea that an object will have an effect when it stems from a legitimate cause, or an initial idea that precedes with equal or superior properties in one’s intellect. In other words, the mind generates thoughts and ideas about a physical form, and develops a reality for this form, through previous schema and beliefs. â€Å"And although an idea may give rise to another idea, this regress cannot, nevertheless, be infinite; we must in the end reach a first idea, the cause of which is, as it were, the archetype in which all the reality that is found objectively in these ideas is contained formally. † The only problem with Descartes’ argument is when the existence of God arises as a notion, for there is no sustenance or idea for the notion of God to originate from. Is it possible, then, to create the idea of a finite being from an infinite existence, outside of the physical and mental, in a state all of it’s own? Descartes quickly answers that the response would be that a finite being cannot completely, if at all, comprehend the ideas that would cause God to exist, and therefore the basis for doubt is lost in an intangible proof. Additionally, the mere fact that he believes that there is a God provides yet another piece of proof towards His existence. This must be true, according to Descartes, with the provision that the idea and belief must have been placed in his consciousness by an outside factor. The final factor that convinces Descartes that there is a God is the fact of his own existence, along with the fact that he, himself, is not a God. This belief stems from the theory that if a man is independent from all other existence and ideas about forms and matter, then he has the ability to become infinite. Descartes says that if he himself were the â€Å"author of his own being† and independent of all existence, then he would attain a Godly level of existence. Ultimately, it is his own dependence on another being that proves to him that there is a God. Many people are bred into religion, or borne into a set of ideas about a particular infinite being. The interesting problem with most types of faith in this manner is that the scripture that has been deemed to come from your god is also the proof that God exists. This is the type of circular definition that Descartes is trying to avoid at all costs. Basically, it’s like using a word in it’s own definition, or ? the definition of an apple is an apple. ‘ The argument begins to get a little bit ambiguous when he begins discussing the uncertainty of his beliefs. He is, as he claims, as certain of the idea of the sun, the moon, the earth, even his own rational thought, as he is certain of God’s existence.
